The history of Marafiq dates back to the 1970’s when the Royal Commission was established to develop the industrial cities of Jubail and Yanbu.
Phase One
The Beginning of the Development Process
The aim of establishing the Royal Commission was to help diversify the national economy by developing necessary infrastructure and facilities for primary, secondary and support-based services industries.
Fulfilling its objectives, the commission started a two-stage development program to explore and utilize a vast amount of natural gas reserves in the region. The project involved establishing an extensive industrial network to process the natural gas and constructing a double pipeline connecting Jubail to Yanbu to supply oil and gas between the industrial cities.
In addition, the infrastructure at that time comprised a power station in Yanbu and seawater cooling facilities, desalination plants, and wastewater treatment plants in Jubail and Yanbu.
Phase Two
Privatization & the Formation of Marafiq
To maximize the growth and productivity of the infrastructure, the government decided to privatize the utilities owned by the Royal Commission in 1999. As a result, all the assets were transferred to Marafiq in 2000, and the company started up its commercial operations in 2003.
Due to the company’s commitment and consistent supply of sustainable power and water resources, Jubail and Yanbu have become the prime industrial locations in the Kingdom.
The industrial cities have become a symbol of growth and house several successful joint ventures between Saudi and international companies such as Chevron, Mitsubishi, Shell, and Mobil, making them an industrial zone with the best economic potential in the Middle East.

1999
The power utilities in Jubail and Yanbu were privatized by the government.
2000
Marafiq was established as a joint-stock company.
2003
Marafiq took over operations in Jubail and Yanbu from the Royal Commission on 1 January 2003.
2005
Marafiq Insurance Limited (MIL).
2006
Over SAR 3.4 billion of assets were transferred to the Company from the Royal Commission,
Marafiq Water and Power Supply Company (Tawreed).
2007
The Jubail Water and Power Company (JWAP) was incorporated on 23 April 2007 as a Saudi closed joint-stock company.
2009
Jubail and Yanbu District Cooling Company (Marafiq Cool).
2010
The power and water plant of JWAP was commissioned.
2011
The Company commenced gas distribution services in the Light Industrial Park area.
2011
The Company incorporated MaSa as a joint venture with SAUR International SAS.
2012
The Company signed an Industrial Water Supply Agreement (IWSA) with Sadara Chemical Complex.
2012
Industrial Wastewater Treatment Plan (Stage-4) at Jubail with a capacity of 55,000 m3/day was commissioned.
2013
A multi-effect distillation plant (2 x 27,600 m3/day) capacity was commissioned at Jubail.
2014
A sanitary wastewater treatment plant (Stage-5) at Jubail with a capacity of 72,000 m3/day was authorized.
2014
An industrial wastewater treatment plant at Yanbu with 48,000 m3/day capacity was commissioned.
2016
A Seawater Reverse Osmosis water production plant at Jubail with a 100,000 m3/day capacity was commissioned.
2016
A sanitary wastewater treatment plant at Yanbu with 47,000 m3/day capacity was commissioned.
2016
The Yanbu-2 power, water, and seawater complex was commissioned.
2016
A SWRO Plant for the supply of industrial water to the Sadara Chemical Complex was commissioned.
2019
Jeddah Althaniya Water Company (JAWC).
2019
Jeddah Althaniya Operations and Maintenance Company (Jeddah 2 O&M).
2019
The Company was also entrusted by the Royal Commission as the utility service provider for Ras Al Khair Industrial City RIC.
2021
The Company acquired the remaining shares in MaSa from SAUR International SAS to become a wholly-owned subsidiary.
2022
The Company was delegated by the Royal Commission as the utility service provider for Jazan City for Primary and Downstream Industries (JCPDI).
